Prerequisites
Objectives
The objectives of this course are to acquire and consolidate fundamental knowledge regarding:
- The context of civil protection;
- The political organization of the State;
- The relationship between the State and its citizens;
- National and European sources of law;
- Non-contractual civil liability.
Program
1. Civil Protection as a Right of Citizens
1.1. General Concepts.
1.2. A Study of Its Evolution.
1.3. The Influence of Case Law on the Recognition of the States Responsibilities Toward Citizens.
2. The Constitution as the Fundamental Law
2.1. The Political Organization of the State
2.2. The Fundamental Tasks of the State.
2.3. The Assembly of the Republic and the Government and Their Respective Responsibilities in Civil Protection Policy.
3. Public Administration
3.1. The Principle of the Supremacy of Law.
3.2. Decentralization and Its Impact on the Organization of Civil Protection.
4. The normative sources of civil protection law.
4.1. The legislative process.
4.2. The hierarchy of norms.
4.3. Unconstitutionality by action and by omission.
5. The fundamental principles of civil protection, in light of the Constitution and the States responsibility
Evaluation Methodology
Completion of worksheets and a written test for ongoing assessment. Alternatively, students may choose to complete an individual paper on one of the topics covered, to be presented in class. Students who earn a grade of 10 or higher are exempt from the exam.
Final exam consisting entirely of a written test.

Lectures on expository writing, based on the interpretation of legal instruments and their application to real-world cases.
