
The various environmental and political circumstances that the world's population has been experiencing have increased demographic pressure and the resulting exposure to risk for communities.
Over the past two decades, Europe has witnessed a change in its socioeconomic paradigm, not only due to the migration of people from conflict-torn areas on the African continent (especially the Sahel region), but also from other parts of the world, in search of better living conditions. This unexpected demographic increase has led to an increase in the exposure to risks in host countries, not only social, but also natural and technological.
In Portugal, this exposure has also increased, especially in coastal areas, due to natural risks linked to coastal areas, but also due to rural fires in non-coastal areas. The pressure of risk falls mainly at the municipal level, where the proximity to communities is greater, but also due to the delegated competence that local authorities accepted in terms of Civil Protection, through Decree-Law No. 44/2019 of April 1st.
